A |     राज्य ब्यूरो, रांची। विश्वविद्यालयों के कुलाधिपति के साथ-साथ अब प्रति कुलाधिपति भी होंगे। राज्यपाल विश्वविद्यालयों के कुलाधिपति होंगे। वे दीक्षा समाराेह की अध्यक्षता करेंगे। वहीं, उच्च एवं तकनीकी शिक्षा विभाग के मंत्री प्रति कुलाधिपति होंगे। वे सीनेट की बैठक की अध्यक्षता भी करेंगे। राज्य सरकार द्वारा विधानसभा से पारित किए गए झारखंड विश्वविद्यालय विधेयक, 2025 में इसका प्रविधान किया गया है। विधानसभा से पारित विधेयक में राज्यपाल की शक्तियां घटाई गई हैं। यहां तक कि कुलपति और प्रतिकुलपति की नियुक्ति में भी उनकी कोई शक्ति नहीं रह गई है। वे केवल कुलपति की नियुक्ति के लिए गठित होनेवाली सर्च कमेटी में एक सदस्य का मनोनयन कर सकेंगे। विभाग के प्रधान सचिव या सचिव इस सर्च कमेटी के अध्यक्ष होंगे। अन्य दो सदस्यों में राज्य सरकार द्वारा मनोनीत उच्च शिक्षण संस्थान के निदेशक तथा यूजीसी के प्रतिनिधि होंगे।,इसमें यह भी प्रविधान किया गया है कि सर्च कमेटी द्वारा कुलपति की नियुक्ति के लिए तैयार किए जानेवाले पैनल के निर्णय में समान मत होता है तो अध्यक्ष यानी विभागीय सचिव को निर्णायक मत देने का अधिकार होगा। सर्च कमेटी द्वारा उपलब्ध कराए गए पैनल से राज्य सरकार कुलपति की नियुक्ति करेगी।,कुलपति पद के लिए आवेदन करनेवाले व्यक्ति की आयु 65 वर्ष से अधिक नहीं होगी। कुलपति की नियुक्ति तीन वर्ष के लिए होगी। राज्य सरकार चाहे तो उसका तीन वर्ष का कार्यकाल संतोषजनक पाए जाने पर उसे अधिकतम दो वर्ष तक के लिए सेवा विस्तार दे सकेगा।,यदि उसकी आयु 70 वर्ष से अधिक न हो। विधेयक में यह भी प्रविधान किया गया है कि कुलपति की संबंधित विश्वविद्यालय में पुनर्नियुक्ति नहीं होगी। हालांकि वह अन्य विश्वविद्यालय में कुलपति नियुक्ति के लिए पात्र होगा। विश्वविद्यालयों में अब कई निदेशक के पद होंगे। अंगीभूत कालेजों के नियमन के लिए निदेशक, क्षेत्रीय केंद्रों के लिए भी निदेशक होंगे। इसी तरह, विश्वविद्यालय के अन्य कार्यों के निष्पादन के लिए भी निदेशक नियुक्त होंगे।。    Russian President Vladimir Putin has underscored that the white-blue-and-red flag of the country “symbolizes our faith in our traditional values that we will never give up.” In an address on the occasion of National Flag Day, celebrated by Russia on August 22, he continued:,"Russia is a strong, independent world power. It was the geographical discoveries of Russian navigators that led to the flag being associated with dry land as well.,Until the 19th century, Russian sailors typically erected a memorial cross on shore during such ventures to mark land they were claiming for the country.,Yet when the Russian expedition of 1806 explored the coast of southern Sakhalin, it landed and raised two flags: St. Andrew's flag celebrated the merit of the Navy, the state white-blue-red flag – Russia’s new territorial acquisition. Thus, in 1883, the Russian flag was authorized to be used on dry land.,Officially, the white-blue-red flag was approved as the state flag of Russia only on the eve of the coronation of Tsar Nicholas II in 1896.,The three colors of the flag received an official interpretation, where red meant "sovereignty," blue, the color of the Mother of God - under whose heavenly protection Russia’s land was deemed to be, and white, the color of freedom and independence.。
