A | 10月11日，省政府新闻办召开新闻发布会，省卫生健康委相关负责人就近日省委办公厅、省政府办公厅印发的《辽宁省进一步完善医疗卫生服务体系实施方案》（以下简称《实施方案》）进行介绍。　　《实施方案》明确，面向2035年，以为全省人民提供公平可及、系统连续、覆盖全人群、全生命周期的健康服务为目标，大力促进优质医疗资源扩容和区域均衡布局，努力推进体系整合，服务衔接，不断提升医疗卫生服务体系运行效率和应对各类突发公共卫生事件的能力，全面建成“体系完整、分工明确、功能互补、连续协同、运行高效、富有韧性”的整合型医疗卫生服务体系，打造东北乃至全国医疗高地。　　为更好地实现这一目标，《实施方案》提出五方面内容，包括优化资源配置，加强人才队伍建设，推进能力现代化；加强分工合作，促进分级诊疗，推进体系整合化；提高服务质量，改善服务体验，推进服务优质化；加强科学管理，压实责任，推进管理精细化；深化体制机制改革，提升动力，推进治理科学化。

B | “Following the Fourth of July shooting in Highland Park, IL, Chair @RepMaloney sent letters to three major gun manufacturers requesting their appearance at an @OversightDems hearing on July 20, 2022,” the committee wrote on social media.,The letters were addressed to Marty Daniel, the CEO of Daniel Defense; Mark Smith, the president and CEO of Smith & Wesson Brands; and Christopher Killoy, the president and CEO of Sturm, Ruger & Co., The Washington Post reported.,This hearing is the second held by the committee to investigate the gun industry. Witnesses of the Uvalde and Buffalo mass shootings in May shared their experiences at the June 8 hearing. When the first hearing was announced in early June, the committee noted there had already been more than 200 mass shootings in the United States this year.,Committee Chairwoman Carolyn Maloney is requesting the presence of the CEOs at the second hearing because of financial information given to the committee, according to The Washington Post, which acquired a copy of the letter sent to Killoy. She had previously requested five gun manufacturers to provide their gross revenue and profit for sales of AR-15-style semiautomatic rifles; annual advertising and marketing expenses for these guns; annual spending on federal and state lobbying, and funding for the National Rifle Association.,Maloney said the committee’s concerns that gun manufacturers were not taking sufficient precautions to limit the harm caused by their rifles had only grown after receiving the information. In a statement cited by The Washington Post, she said the CEOs needed to explain why they were selling rifles designed for the battlefield to civilians.。　　《实施方案》提出，在医疗资源配置上，要进一步加强基层医疗卫生体系和能力建设，建强一批中心乡镇卫生院，发展社区医院，筑牢基层医疗卫生服务网底。加强县级医院临床专科能力、公共卫生能力和管理能力建设，推动一批县级医院达到三级甲等医院服务能力，进一步突出县级医院县域龙头地位。在全省设置辽中、辽南、辽西、辽东省级综合性和专科类别区域医疗中心，推动高水平专科医院建设，实施临床重点专科“3223”建设项目，即到2025年，创建不少于30个国家临床重点专科，建设200个左右省级临床重点专科、200个左右市级临床重点专科、300个左右县级临床重点专科。　　在公共卫生资源配置上，加强重大疫情防控救治体系和应急能力建设，建立健全分级、分层、分流的重大疫情救治机制。

C | 推进胸痛、卒中、危重孕产妇、危重新生儿和儿童、创伤“五大中心”建设。加强院前急救体系和医疗机构急诊科规范化建设，推进服务精准衔接。

D | 在接续性服务上，进一步扩大康复医疗、老年护理、残疾人护理、母婴护理、社区护理、安宁疗护及营养支持等服务供给。在人才资源上，积极引育高层次人才，加强基层医疗卫生人才培养和引进。　　为促进分级诊疗，《实施方案》要求，以健全家庭医生制度为切入点，落实签约居民在就医、转诊、用药、医保等方面的差异化政策。以推进紧密型城市医疗集团和县域医共体建设为重点，促进医疗卫生服务整体连续。同时，完善老年人健康服务网络，发挥中医药重要作用。　　在提高服务质量、改善服务体验方面，《实施方案》明确，落实医疗质量安全核心制度，加强全过程医疗质量控制，规范医疗服务行为，确保质量安全。健全多学科联合诊疗和查房制度，落实分级诊疗技术标准和工作机制，探索城市医疗集团双向转诊服务路径，探索基层医疗卫生机构与上级医疗机构设立慢性病联合门诊，促进治疗、预防和康复等服务的连续性。
